SMACF Board of Directors

The Board of Directors are appointed in accordance to the Articles of Association of the SMA Charity Fund. No director in the SMACF receives any remuneration for his services as a director of SMACF, including services on any committee established by the SMACF.

Dr Chong Yeh Woei

Chairperson, Board of Directors / Physician in private practice 
Dr Chong Yeh Woei has been a director of the SMA Charity Fund since 2019

Dr Chong is a physician with more than 20 years experience in general practice and internal medicine; and manages a wide spectrum of medical diseases. He is passionate about his practice; always listens to and addresses his patient’s concerns. His smile is his trademark, his knowledge and compassion gives his patients confidence and assurance.

Dr Chong is the Chair of the Membership Committee in SMA. He has been an SMA Council Member since 1998. He was SMA President from 2009 to 2012. He is Chairman of the MOH Medical Advisory Panel on Driving. He represents the SMA on the SMC CME Coordinating Committee. He is also Chairman of the Confederation of Medical Associations of Asia and the Oceania (CMAAO) of which the SMA is a member. He is also a member of the SMA-IDA Ikatan Dokter Indonesia i.e. Indonesian Medical Association) Joint Committee (MOU on Publicity Guidelines and Code of Ethics on Hospital Promotion).

Ms Koh Lin-Net

Chairperson, Nominating Committee / Member, Finance Committee / Chief Executive in non-profit foundation 
Ms Koh Lin-Net has been a director of the SMA Charity Fund since 2019

Ms Koh is currently the Chief Executive of Temasek Foundation Innovates CLG Ltd and Temasek Foundation Nurtures CLG Ltd, appointments she has held since November 2016.

Prior to taking up this role, Ms Koh had more than 20 years’ experience in the Singapore Civil Service. As a member of the Administrative Service, she held a wide range of positions, including as the Deputy Secretary in various ministries, and the Chief Executive Officer of the Media Development Authority

Dr Chie Zhi YingMember, Finance Committee / Associate Consultant Family Physician in public practice 

Dr Chie Zhi Ying has been a director of the SMA Charity Fund since 2022.

Dr Chie is an Associate Consultant Family Physician working in the National Healthcare Group Polyclinics. She obtained her MBBS, GDFM, Master of Medicine Family Medicine and Master of Public Health (Specialisation in Occupational Health) degrees from the National University of Singapore.

Dr Chie has been a Council Member of the Singapore Medical Association since 2020 and serves as its Assistant Honorary Treasurer since 2020. She is also Deputy Editor of SMA News.

Dr Chie was awarded the Occupational & Environmental Health Society Medal (class of 2020) for achieving best results among the graduands in the same specialisation of her MPH degree and is also a Designated Workplace Doctor.

Mr Alex Koh Wei PengChairperson, Audit Committee / Member, Nominating Committee / Head of Audit at KPMG LLP 

Mr. Alex Koh Wei Peng has been a director of the SMA Charity Fund since 2017.

Mr. Koh is the Head of Audit at KPMG LLP, bringing over 20 years of experience across various industry sectors, with a specific focus on real estate and real estate investment trusts.

Mr. Koh has extensive experience working with listed entities and multi-national corporations in a number of industries. He has been involved in initial public offering and fund raising projects.

Additionally, Mr. Koh serves as the People Management Leader for the audit practice at KPMG LLP.

Mr. Koh also served on the management committee of Viriya Community Services, charitable organisation founded in 2001 by the Leong Hwa Monastery to provide community and social services to low-income families in Singapore regardless of race and religion.

Mr. Koh holds a Bachelor in Accountancy (First Class Honours), Nanyang Technological University and is a practising member of the Institute of Certified Public Accountants of Singapore.

Dr Lim Kheng ChoonChairperson, Human Resource Committee / Diagnostic Radiologist in public practice 
Dr Lim Kheng Choon has been a director of the SMA Charity Fund since 2015.
 

Dr. Lim is an Associate Consultant in diagnostic radiology, Singapore General Hospital (SGH) subspecialising in neuroradiology. Prior to joining SGH, Dr. Lim was a Senior Resident in diagnostic radiology with SingHealth from 2012 to 2017. Dr. Lim has been a council member of the Singapore Medical Association since 2013 and serves as its Honorary Secretary since 2017.

Dr. Lim worked as an aircraft mechanical engineer prior to obtaining his medical degree from Duke-NUS Graduate Medical School in 2011.

Dr. Lim received his specialist training with SingHealth Diagnostic Radiology Residency and was appointed as Chief Resident under the Singapore Chief Residency Programme during his senior residency in 2015.

Dr. Lim holds a Bachelor of Engineering (Mechanical) with Minor in Law and a Master of Medicine (Diagnostic Radiology) from the National University of Singapore. He also holds a Doctor of Medicine (M.D.), Medicine from Duke-NUS Graduate Medical School.

Dr Ng Chew LipChairperson, Finance Committee / ENT Consultant in public practice 

Dr Ng has been a director of the SMA Charity Fund since 2022.

Dr Ng is a Consultant Ear-Nose and Throat Surgeon in the public sector and a Senior Clinical Lecturer at the National University of Singapore (NUS). He is Honorary Secretary and Council Member of the Singapore Medical Association (SMA) and is passionate about equitable access to education.  During his term as President of the NUS Medical Society, he conducted the first study on financial demographics of medical students in Singapore with the SMA and has been active in fundraising activities for medical students' bursaries.

Dr Roland XuMember, Finance Committee / Resident Physician in private practice / Director of the Company since 2019.
Dr Roland Xu has been a director of the SMA Charity Fund since 2019.


Dr Xu graduated from Yong Loo Lin School of Medicine, class of 2015. In 2017, He went on to obtain membership of the Royal Colleges of Surgeons (MRCS) (Edinburgh). Additionally, he has been serving as an instructor for the advanced trauma life support course from 2017 to date.

Having the privilege to be a past recipient of the SMACF bursary, Dr Xu fully understands the significance SMACF plays in assisting needy students and families cope with the cost and expenses incurred during the course of study. Because of SMACF, Roland was able to pursue and obtain invaluable knowledge and skills which he may otherwise not have had the opportunity to. He is grateful for the support he has received and wishes to pay it forward.

Dr Xu is currently Resident Physician in private practice.

Dr June GohMember, Nominating Committee / Anaesthetic Consultant in public practice 
Dr June Goh has been a director of the SMA Charity Fund since 2023.


Dr June Goh is a Senior Consultant in the Division of Anaesthesiology with a keen interest in medical education. She serves as Core Faculty for the Anaesthesia Residency Programme and is an Adjunct Assistant Professor at Duke-NUS Graduate Medical School, an Adjunct Associate Professor at the Lee Kong Chian School of Medicine, and a Clinical Lecturer at the Yong Loo Lin Medical School. Dr Goh is the Chair of the Organ Donation Oversight Committee at Singapore General Hospital and the Director of Philanthropy in the Singhealth Anaesthesia Academic Clinical Program. She has also served as the Immediate Past Director of Neuro Anaesthesia and as Chair of the DIVA Social Committee. In addition to her work in medicine, Dr Goh is actively involved in the Singaporean community. She is a member and Past President of the Association of Women Doctors Singapore executive committee and serves on the National Women Health Committee. She has also served as President of the Singapore Council of Women's Organisations and the ASEAN Confederation of Women’s Organisations. Dr Goh has a passion for sustainability in the operating theatres and has organized the Inaugural Sustainability Symposium, as well as a sustainability photo contest. She is a member of the SGH200 Committee, co-chair of the SGH200 Gala dinner, and co-chair of the SingHealth Gala. Dr Goh has also developed the SGH sedation teaching and accreditation module. In her personal life, Dr Goh serves on the board of Yong Siew Toh Conservatory of Music and SG Her Empowerment, an independent non-profit organization. She is also a member of the Dover Park Hospice and National Gallery fundraising committees and has previously served on the Council for Board Diversity.

Ms Usha Chandradas Member, Audit Committee / Member, HR Committee / Local qualified tax lawyer and accoutant (non-practicing) and educator with NTU, co-founder of Plural Art Mag 
Ms Usha Chandradas has been a director of the SMA Charity Fund since 2023.


Ms Usha Chandradas is a co-founder of Singapore-based digital art magazine Plural Art Mag (www.pluralartmag.com). The magazine and its related platforms offer accessible content on modern and contemporary Southeast Asian art. In addition to its work in art publishing and retail, Plural is regularly invited to conduct workshops and talks on art writing for digital media, at schools, tertiary institutions and art establishments both in Singapore, and in the Southeast Asian region. Plural Art Mag and its community initiatives have also been featured in local and international media such as CNN Style, The South China Morning Post and The Business Times, amongst others. Before embarking on postgraduate studies in Asian Art Histories in 2016, Usha worked as a tax lawyer for 12 years, and is a CA Singapore (Non-practicing). Currently, she also lectures in international tax law at Nanyang Technological University, holds independent directorships and has been an active volunteer with Pro Bono SG (formerly the the Law Society Pro Bono Services Office) since 2015. She served as a Council Member of the Law Society of Singapore from 2014-2015 and was recently appointed as a member of the Council of the Singapore Red Cross.

Ms Goh Eng Cher Member, Audit Committee / Member, HR Committee / Partner - Co-head of Private Wealth Practice at Allen & Gledhill LLP 
Ms Goh Eng Cher has been a director of the SMA Charity Fund since 2023.


Ms. Goh is currently the Co-Head of the Private Wealth Practice at Allen & Gledhill LLP with more than 20 years of experience in trusts, private wealth and tax. Prior to joining Allen & Gledhill, Ms. Goh was an Assistant General Counsel and Executive Director for more than a decade, where she worked in the Hong Kong, New York City and Singapore offices. Having supported the bank’s non-US trust businesses operating in The Bahamas, Cayman Islands, Switzerland, New Zealand and Singapore, she is very familiar with the operational challenges faced by trustees dealing with complex international fiduciary structures. She has also gained broad and deep expertise in the trust industry having worked on trust and fiduciary-related matters, ranging from regulatory and governance changes, to addressing issues arising from major life events such as marriage, immigration, loss of mental capacity and death. Ms. Goh graduated from the National University of Singapore with a LL.B (Hons) in 2002 and obtained a Master of Professional Accounting from the Singapore Management University in 2009. She is called to Singapore Bar in 2003.

Dr Michael Lim

Member, HR Committe / Principal Family Physician in public practice
Dr Michael Lim has been a director of the SMA Charity Fund since 2024

Dr Michael Lim works as a Principal Family Physician in a public hospital. He joined SMACF because he believes that healthcare professionals should be involved in pro bono serving of peers as well as society.

Dr Lim is a Council Member of Singapore Medical Association. Other than his involvement in SMACF, he makes efforts to walk alongside junior doctors, and is a reviewer of Singapore Medical Journal.

Dr Lim makes an effort to stay abreast of the happenings in the medical landscape in Singapore and serves as an elected Council Member of Singapore Medical Council.

Dr Lim serves as a Publications Committee Member of College of Family Physicians Singapore, encouraging the sharing of information and lives.

Dr Lim chairs Crisis Relief Alliance and serves locally among migrant workers and children with medical needs, and overseas among those affected by crisis and disasters.

Dr Lim chairs St. Andrew’s Cathedral Home, a sheltered home with IPC (Institutions of a Public Character) status.

Dr Lim continues to serve in the College Advisory Committee of his alma mater, Anderson Serangoon Junior College, facilitating students’ understanding of healthcare service.

Effective as of April 28, 2024, Dr. Noorul Fatha As'art has stepped down from the SMACF Board of Directors. The SMACF Board extends heartfelt gratitude to Dr. Noorul Fatha As'art for her exceptional leadership and invaluable contributions throughout her tenure. We deeply appreciate her dedication and wish her continued success in all her endeavours.
